Just recently, we have seen snapshots from netizens in Hongkong that Duterte is there along with her family. This is his second unannounced visit in Hongkong where last year he went there to undergo a medical procedure by taking samples of some ”growth” inside his body. We’ve also noticed his  seeming absence in many activities and events citing health issues. One noteworthy example was that he intentionally missed the Association of Southeast Asian Nations (ASEAN) summits with Australia and South Korea, a working lunch with ASEAN host and Singapore’s Prime Minister Lee Hsien Loong, and the Regional Comprehensive Economic Partnership Summit. He also opted to skip the gala dinner hosted by Singapore, this year’s ASEAN chairman. His reason? He only did his power naps. Don’t you find this weird that our President seems to be out of action in many instances which could prevent him from properly discharging his duties as President? Given that in his age and his lackluster grey skin. It seems that Duterte is strickened with a very serious illness.

Since the current President continues to withhold complete information about his wealth despite glaring signs of his constant sickness and absences. The public and the press may only speculate on the issue as of yet. Given that the President is a publicly exposed person and that he must always be prepared to be ridiculed by the people whom he seeks to govern. If he continues to be more opaque and dishonest about his health then he couldn’t blame the public to speculate.

Why is it important that Duterte needs to be transparent about his health?

In this case that Duterte could no longer properly govern the country because his failing health. It is imperative that he inform key officials, cabinet, congress and most importantly the people that he is unable to continue his term. In fact, it is noted in the Constitution :

Section 11 of Article VII, which provides as follows:

“Whenever the President transmits to the President of the Senate and the Speaker of the House of Representatives his written declaration that he is unable to discharge the powers and duties of his office, and until he transmits to them a written declaration to the contrary, such powers and duties shall be discharged by the Vice President as Acting President.

“Whenever a majority of all the Members of the Cabinet transmit to the President of the Senate and to the Speaker of the House of Representatives their written declaration that the President is unable to discharge the powers and duties of his office, the Vice President shall immediately assume the powers and duties of the office as Acting President.”

Section 12 of the same Article provides: “In case of serious illness of the President, the public shall be informed of the state of his health. The members of the Cabinet in charge of national security and foreign relations and the Chief of Staff of the Armed Forces of the Philippines shall not be denied access to the President during such illness.”

As much as we don’t really wish any harm nor for the President to pass away despite his many crimes of mass-murder. We all want him to stand before the ICC and face the charges. However. by the way things looks. It seems the Duterte may be running out of options.
