What does this mean? Is the website hacked?

The post states that the author is called ”admin” presuming that the account used to make the post was the administrator of the website. Given that this is a government owned corporation then it should not be advertising commercial goods from other countries.

So either the website is compromised by third-parties or a member of the PCOO knowingly posted the posts in the government owned website. Since the post is not isolated.
